DESCRIPTION OF PROBLEM

Applications use images. From icons to buttons, to splash screens etc. An integrated image editor, at least as capable as Visual Studios own would make 
the IDE much more integrated as a complete tool. Add layers (a la photoshop) and it would be extremely useful for building themes.
