to reproduce:
-------------
1) go to New Web Project wizard -> Frameworks step
2) choose JavaServlet Faces
ERROR: the Registered Libraries list is enabled although the appropriate radio button is disabled
3) select 'Registered Library' option and then again 'Use default library ...'
NOTE: the Registered Libraries list is disabled
