I guess the problem is that normally people wouldn't be checking things into the "category" type projects. In our case we do, though very infrequently. Eg I recently checked in das/www/index.html. CVS automatically generates the notification email, and tries to send it to the cvs@das.netbeans.org list. However I guess categories are created differently when created, as this list does not exist. Looking into this.
Categories which were migrated did not have cvs mailing lists. New categories which are created will have cvs mailing lists. I hand-created cvs mailing lists for all the existing categories via the GUI.
