While XML module does not have targets for all its sub-modules in
nbbuild/build.xml ant script, it is impossible to compile IDE with XML module.

To nbbuild/build.xml added targets "all-xml/catalog", "all-xml/core",
"all-xml/css", "all-xml/tax", "all-xml/text-edit", "all-xml/tools",
"all-xml/tree-edit", which build each XML sub-module individually.
Target "all-xml" delegates to all sub-modules.
