The main usecase is the following:
1) there are 2 products - A and B, and product B which product A.
2) create bundle with only product B (now it is not possible). The requirement dependency should be resolved (and 
handled) in the runtime when the installer starts.

In other worlds, in create-bundle mode unsatisfied "requirement" dependency should be allowed and the such bundles 
should be created correctly.
