1. fill a bug form in IDE 
2. submit to bugzilla 

-> I got Error dialog window saying 
I/O error occurred while communicating with https://kenai.com/bugzilla 
IOException: Communication error occurred during upload 
Internal Server Error

could not reproduce.

looks like there was an "Internal Server Error"

feel free to reopen in case you should run into this on a regular basis
