Having 5 NB.org projects open, every refresh of Navigator window shows hourglass cursor and freezes whole UI for 5-6
seconds. This is quite annoying as most people have Navigator window open all the time and refresh occurs every time one
switches between editors. Attaching profiler snapshots for one switch between editors.

This is a regression since 6.5, with the same userdir refresh in NB 6.5 shows hourglass for split-second but does not
block UI at all.
