1. What I did:
- NetBeans 6.5.1
- Downloaded and installed Russian localization pack (from l10n update center as described in
http://wiki.netbeans.org/TFLocalizationDevelopmentUC)
- Created a new NetBeans Modules -> NetBeans Platform Application project
- Tried to Build JNLP Application for this project

2. What I saw:
Build failed with
C:\Program Files\NetBeans 6.5.1\harness\suite.xml:346: The following error occurred while executing this line:
C:\Program Files\NetBeans 6.5.1\harness\jnlp.xml:173: Cannot build JNLP for module C:\Program Files\NetBeans
6.5.1\platform9\modules\org-netbeans-localization-platform9-ru.jar as these files are in module's NBM, but are not
referenced from any path:
[modules/locale/org-netbeans-modules-sendopts_ru.jar, ...]

3. Expected to see:
Build complete successfully
