probably related to http://hg.netbeans.org/web-main/rev/149aa862edd5 also
see issue 162063
I have a fix for this.
Integrated into 'main-golden', will be available in build *200904071400* on http://bits.netbeans.org/dev/nightly/ (upload may still be in progress)

Log: #162064: service provider not detected when implementing module activated.
change in main-golden
davis demoed that this is still a problem for me...
this is tricky. my local build doesn't have this problem... and i don't have a bunch of uncommited/pushed changes...
davis had 20094070200... which would not have the fix in it anyway...
please reopen if you see this in a build dated 200904071400 or younger
Thanks Vince. I will verify the fix with new build
