On all tabs within the Plugins, the action buttons need to be grouped
such that the behavior of the tabs is consistent.

Currently the Activate button on the Installed tab is easy to miss
(it took me 2 minutes to find it) and is non-intuitive in its use.

The issue isn't just to group but also to change a behavior. 
In my opinion it is not good idea to group install/uninstall buttons working with checked modules with action applicable
to currently selected module only. Also if go to update enable logic to support multiple modules enabling/disabling it
should also handle cases of selection a mix of enabled/disabled modules. Current position if a compromise with current
functionality.
Looks more like enhancement request for me.

While I understand your point about grouping functional buttons, the current avtivation 
button just doesn't work graphically.

The users focus is on the left hand side of the screen dealing with the modules.  The 
operation they need to enable the functionality is on the right hand side, outside the 
users focus.  The button therefore needs to  make itself known.  This is especially true 
here where there are already buttons with the list .
