The layer file should be more simply configurable, probably using
some multiview editor.

In XML mode, it should display hints, e.g. for referenced files,
which cannot be found, or unused file shadows.

In config mode, it should be possible to easily configure menus,
actions, mime resolvers etc., so XML mode might not be needed.

Possible.

Already implemented using a multiview in 6.9.
