This issue is about the build with GSF adapted to parsing API. Reproducible for the build
http://deadlock.netbeans.org/hudson/job/Parsing_API/143/

When PHP project is created, exception comes. And it comes each time when user tries to perform any PHP related operation.

Maybe this just means that parsing API is still not implemented.
