Java: 1.6.0_11; Java HotSpot(TM) Server VM 11.0-b16
System: Windows Vista version 6.0 running on x86; Cp1252; en_US (nb)
Userdir: C:\Users\peter\.netbeans\dev-20090116-b645

- create a python project
- right click on the project and select Properties
- move the project properties window to another location than the default location when it came up
- click on any of the categories (Sources, Python, Run, Formatting)
Result, the properties window is now moved back to the default location where it first came up

Unable to replicate. Likely fixed long ago. 
Tested using  NetBeans IDE Dev (Build 201505170001)
