Reformat code on bad formated IDL do not work correctly
After it code is the same and modified flag is shown in the caption of editor

Evaluation:

It can't be fixed because of missing standard API for writing indent
engine for
the editor

Moved to 4_ea because of absence of Editor Indentation Engine API in
early Pilsen
