1. Open Tools > Options > C/C++ > Build Tools panel
2. Set another Tool Collection as Default
3. Press Cancel
4. Open this panel again

EXPECTED: original Tool Collection is set as Default
OBSERVED: Tool Collection chosen at step 2 is set as Default

Another usability issues:

1. Selected Tool Collection is reset if user closed and reopened Options window 
2. Selected Tool Collection is reset to first in list after changing development host

Users tend to work with just one desired Tool Collection

Issue was fixed long ago.
