Liferay tomcat Server: User cannot add VM settings in Liferay Portal Server Properties. 

Just like in Tomcat server in netbeans provides configuration, Liferay server also needs to provide configuration for VM
settings. Even if user provides CATALINA_OPTS in system environmental variables, starting Liferay portal server will not
get affected and lead to problems especially when server throws OutOfMemory exception.
