Internalization wizard menu action (Tools>Internalization> ) enabled, while for example "Internationalize..." is
disabled. As internalization is not yet CND feature whole part of Tools menu should be disabled.

it's reproducible only in ML release.

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
