While double-checking the downloadability of my NBM's I 
found that the semantics of the ProjectProperties->Display->LongDescription
field/property are inadequately presented to the user.
I initially typed in text exactly like this:

Try "Run->Shell Term" to  get a shell window within NetBeans.
Try "Run->Command Term" to run an arbitrary command within NetBeans.
"Window->Output->Terminal" will bring back closed terminal windows.

After creation the NBM and going through aninstallprocess, it came out,
in the PluginDescription section, all as one paragraph.
I made a wild guess that this may take HTML and put in<br>'s.
Sure enough it took it in.

I shouldn't have to make wild guesses.
A " (HTML)" after the "Long Description:" label in the ProjectProperties
dialog would've helped a lot.

You could integrate SHEF as Geertjan described in this recent blog entry [1].
