Dialog still is under construction.
- no compiler options
- tool panel overcomplicated
- no way to add arbitrary tool

The bug said "Move Code Assistance option out of projects". This has been completed, right? So the bug has been fixed.

I know there the dialog can be improved but this is beyond this bug report.

I will close this as dup of 169151 redesign Build Tools dialog
