1. Rightclick "Databases" node and choose "New Connection...".
2. Select "Direct URL Entry" radiobutton and resize "New Connection" dialog.

Result: "JDBC URL" field isn't resized. But if URL is too long, then it can be inconvenient to change.
Look at "New JDBC Driver" dialog, "Driver File(s)" text area can be resized.
