Example:
Having "Local Variables", "Breakpoints", "Watches" open in "Output"
tab group ...
Opening of "Debugging/Sources" should recognize recent
debugger-related tabs in output group, and should be located there,
instead of opening new group (Issue 145210).

it is up to a TC in what mode it opens -> reassigning. 

However it seems as duplicate of the issue 145210 that was closed as wontfix.

It's not a duplicate, this is about some intelligent functionality that tries to keep debugger windows together.
It will be considered during 7.0 planning.
