Product Version: NetBeans IDE 6.5 RC1 (Build 200810171318)
Java: 1.6.0_10-rc; Java HotSpot(TM) Client VM 11.0-b13
System: Linux version 2.6.24-19-generic running on i386; UTF-8; en_US (nb)

Steps to reproduce:
1, create some web app and new Tag Library Desc.
2, in .tld file write <ta -> choose <tag-file press SPACE, CRTL+SPACE, then write some number and comma.
-> this is result: <tag-file id="1""

The second comma aren't rewritten, so there are three commas.

Reproducible--except that the reporter meant a quotation mark, not a comma.

Can be reproduced in web.xml, so this is probably affects all XML documents. Reassigning to xml component.
