Menu can be invoked and displayed, but if you now move mouse over MenuBar,
nothing happens.

Steps to reproduce:
- run IDE
- push "File" in main frame, menu is displayed
- now move mouse over "Edit" ......
	-> nothing happens, new menu would be displayed

If you want see menu of "Edit" you must left-click on "Edit" twice. First click
hide previous showed menu and next display new one.

P2 -> because it's very annoying.

Maybe it's duplicate of issue 14848, or it's caused by the same problem with
window system.

Resolved for 3.4.x or earlier, no new info since then -> verified.
