Java: 1.6.0; Java HotSpot(TM) Client VM 1.6.0-b105
System: Windows XP version 5.1 running on x86; Cp1251; ru_RU (nb)

- Create Arguments sample project 
- Open project properties 
- Select Packaging property 
- Choose Package Type: Debian Package
- Click on "Packaging Files" field 
   Packaging File/Info will appear
- Select Package parameter (Button "Remove" is disabled)
- Press "Down" button (Button "Remove" become enabled)
- Press "Remove" button
- Press "Remove" button
- Press "Remove" button
- Press "Remove" button
- Press "Remove" button
Result:
can remove all parameters
