This is what it is now and JRuby Properties is wrong/confusing.

Tweaking subject. It's actually not just about renaming. JVM Arguments provides possibility to tweak both - JVM Args and
JRuby Properties. So for 6.5 we will go this way.

Support for JRUBY_EXTRA_VM_ARGS will be dropped.
