The Database Explorer can be used while sakila is still being created. A user can try to delete the sakila database even though it is still being created. We decided at the i-team to add a progress bar to the create database dialog
What we have today (a progress bar) works pretty well. The potential errors are not enough to merit this being a P2 - downgrading.
