Using the java editor.
Enable the toolbar for the java editor.
Clone a view of some source file currently being displayed.
Using the cloned view, select a item from the pull down in the toolbar.
The parent view scrolls to the new location, not the cloned view.

I'm not sure, but because the toolbar is implemented in Java module I 
think the problem is there as well. Correct me if I'm wrong.
