build 20080721.

In Class diagram modeling palette, Class is not the 1st in the palette.
Activity diagram, Inovaction is not the 1st.
etc. 

Something is happening with all the palettes. A recent regression and might be related to issue 141045.

i can't reproduce the issue using freshly updated build on winXP.
In general, the modelling palette elements are supposed to be sorted 
by non-UML code according to "position" attribute value specified in 
layer file. If something wrong with the code, then it would explain 
why all the palettes are affected.
Was it windows? Can you check using latest build?

verified in build 20080724. They are all ok now.
