Seen with Java CAPS 6 with NB 6.1 patches applied and IEP nbms for Build080720 (july 20) installed.

Once I get into the WHERE text area, I can't tab backwards (even within the text area).

In a text area, pressing tab would allow you to tab to available text.

Use CTL-TAB if you want to get out of text area. This is standard behaviour of text area.

If you want to backward tab within text area use arrow key (<-). I checked some
standard property sheet text area which have the same behaviour in NB.

I am marking it won't fix.

Verified fixed on Windows Vista with sierra build  sierra_778_20080926_0603_dev.zip.

Not fixed, but the user can get back to "earlier" control by tabbing forward through all the other controls, so not
really an a11y issue.
