based on issue 133074.
Add to palette wizard should suggest user to point to project directory on filesystem.
Now only opened projects are used for search.

wizard opened by "Add from project" button in "Swing/AWT Components" palette manager can be used as an example
(invoke "Tools | Palette | Swing/AWT Components").
