In vcsgen customizer window, "Configration" and "Advanced" tabs are displayed in
English.

This is already fixed in the main trunk.
Fix to the pilsen_fcs branch is in the progress.

I have looked into proper Bundle_ja.properties file to see that there 
are both keys (DLG_Tab_Configuration and DLG_Tab_Profile), I found it 
so I consider this issue as fixed. If you Masafumi Matsuda feel like 
it is still not fixed don't hesitate to reopen the bug with further 
description. Verified in last build #010803 of Forte for Java 3.0 FCS.
