build 20080616. This is a regression since it's not like this before.

- create a diagram of any type
- create a package element on the diagram
- resize the package element 3 to 4 times bigger than the original size
- now resize the package element smaller to about its original size
Result: the package name is now displayed on the right side of the package element. See attached screenshot.

This problem was caused when the package name was made to be vertically centered.  There seems to be something wrong with the visual libraryt layout 
manager.
