Please move your settings declaration into module's instalation layer according to 
http://www.netbeans.org/servlets/ReadMsg?msgId=113231&listName=nbdev and ensure default services will be first in their folders.

Svata you missed to declare templates for service types. There is no 
possibility to create your types now.

You should also declare bundle + icon for CompilerType and Executor 
folders if modules you depend on do not.

OK, templates added, icons provided for executor type and compiler
type folders for both services and their templates.
Localized names provided in the bundle.
