jmaki plugin comes from another team at Sun and/or is in another repository than nb one
(not sure if both are true or just second one)

a requirement stated on au page for stable uc modules is that if plugin if from another
sun repository, that the providing team emulate netbeans build engineering processes
related to providing accurate and posted l10n kits, simple, accurate and repeatable process
for translation team to putback translations, and repeatable ml nbm builds publically posted
so translation team can verify their own work.

I've discussed with Mary about this in general in other conversation.

The effect of this is that, although jmaki needs to be and should be translated,
it cannot be at this time due to this issue.
