Create a .java file. 
Set the compiler to 'Donot compile'.
Now right click in the Source editior.
The compiler property is enabled. 
It should be disabled as in .jsp files.

Kumar, didn't you mean "compile button" rather than "compiler property" ? The 
property (on file properties' execution tab) should remain r/w, so the user 
can change the compiler later.

As designed. If you think, that disabling compile action will be 
convenient, please reopen.
