It is not possible to set Transaction attributes for JBI-based services.  When the WS Policy tool is opened from the
CASA editor (Composite Application project type), the drop-down list for the Transaction configuration parameter is
grayed out.  When the WS Policy tool is used from a Web Application project type, the Transaction configuration is not
grayed out.

1. Choose "New Project..."
2. Go to Samples/SOA....  chose to create a Synchronous BPEL process
3. Name the project and click FINISH.
4. Build the BPEL project.
5. Build the CompApp project.
6. Edit the CompApp project's Service Assembly.
7. Clone the SOAP WSDL Port
8. Right-click on the clone and edit its Web Service Attributes (Service Configuration)
9. Expand the tree secton for an/the operation.
10. Note there is a Transaction field there with a default value of "Not Supported".  The drop-down list control is
disabled, preventing the user from changing the value.

Noel,

Why do you think this is a P1 bug on tooling? 

This is *NOT* a supported feature. We never had any discussion on WS-TX, WS-AT, and WS-Coordination support in 
tooling!!! I am changing this ticket as a feature request for future consideration. If you have any information and 
links on how this works within the current WSIT infrastructure, please add them to this ticket.
