Bug appears if I installed NetBeans with C/C++ pack only. If I installed NetBeans with C/C++ pack + Java SE pack, then
help works correctly.

Folder nodes (the books) in the help TOC set have no help info attached. Only individual topics (page nodes)

agree, but Getting Started looks like page node in Help Contents (see screen shot)

either do that Getting Started looks like book node or add a help article for Getting Started

now (build 200803302302)
 Getting Started node looks like 'book node' and have subnode 'C and C++ Application'
=> all seems correctly. 

I will close this issue as works for me
