System: Windows_XP Japanese OS version
Build: PortalPack 2.0 Plugin for NetBeans 6.1 version

Steps to recreate:
1)Install plugins from Tools->Plugins
-org-netbeans-modules-portalpack-jsfportletbridge.nbm
-org-netbeans-modules-portalpack-portlets-genericportlets.nbm
-org-netbeans-modules-portalpack-servers-base_psframework.nbm
-org-netbeans-modules-portalpack-servers-opensourcepc.nbm
-org-netbeans-modules-portalpack-visualweb.nbm
2)Create locale specific Bundles.Properties file
3)Restart NetBeans

Actual Result: Localized charcters from Bundles_ja.Properties file are displayed junk in the following locations:
Tools->Servers:OS PC,Server Config tabs
Note: Other UI tabs: Localized characters are displayed properly as expected

I tried with the latest portal pack build with the attached Bundle_jar properties file. The Japaneses characters are
displayed properly in server config panel. Please verify and close this bug.
