1. Open a schema as read-only.
(To do this, add a JAR with a schema to Libraries and open a schema from it).
2. In Design View, DnD some component to the view.
Result: DnD doesn't work - it's correct. But mouse cursor indicates that DnD is possible.

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
