Steps to reproduce:
 - open java project
 - invoke dialog using main menu Run > New Breakpoint ...

Product Version: NetBeans IDE Dev (Build 200802191203)
Java: 1.6.0_04; Java HotSpot(TM) Client VM 10.0-b19
System: Linux version 2.6.20-16-generic running on i386; UTF-8; en_US (nb)

Is there some spec that there should be a Help button?

5 textfields, 5 combos, 3 checkbuttons inside one smaller dialog ... I'm sure that this very complex dialog really
deserves help button, with or without spec. :)
