If I doubleclick on image file it is opened and docked in Source Editor frame.
In normal editor there is a popup menu and CVS module puts in it its action 

In this picture view thare is none.

Target milestone -> 3.3.1.

all usable actions are in toolbar

Verified. Toolbar is adequate for all action.
