(Detailed description of the issue)
The OLH is not usable in the ml daily build 20080107 under pt_BR locale. Navigation buttons also differs from other locales.

(User steps to reproduce the issue)

1. Download latest daily ml (Portuguese) build from http://bits.netbeans.org/netbeans/6.0.1/ml/nightly/latest/index.html
2. Install NetBeans IDE 6.0.1
3. Launch the IDE under pt_BR locale
4. Go to Help -> Content

>> The right panel is not loaded and navigation buttons are not up to date

Some OLH files must be missing in CVS. 
What could help would be the list of all required files for display OLH properly.
It's a P2 as the OLH is barely usable.

Will give a try with today' daily (20080108)

Fix verified in latest today's local build.
Fix integrated, will be part of FCS.
