During deployment, it is often not possible to start some parts of the service assembly.  This results in some service
units being stopped and others started.  Related to 124606, it should also be possible to forcefully deploy an
application in a fully shutdown state.  This would not be the default option.  The default deploy behaviour would be to
deploy and start entirely or not deploy any SUs at all.
