In is unreasonable to right click and select move up / move down to change a file system's priority. An up/down button would be nice. d&d would be even better. Thanks.
d&d of nodes

Target milestone -> 3.3.1.
If this issue is assigned, and targeted for 3.3.1 (Jan 4th), then why is it in the 'NEW' status (and not 'STARTED').
I don't think this enhancement will be done in 3.4. Am I right David?
The reason why this issue was not started is lack of resources. 3.3.1 was probably result of automatic target milestones changes. I am making target milestone 4.0 to indicate that it is far future. Now to the proposal itself: DnD would be nice. What DnD does for now in explorer (dev NB build on JDK1.4) is cut/copy/paste. It does not support order.
if possible, drag-and-drop files from outside Netbeans into the Explorer would also be nice. In particular, d&d of a .jar could mean "mount this .jar file". Mounting is sometimes tedious because I have to select Filesystems and then Mount-->Archive and then drill down to where the .jar lives. Often I have a Windows Explorer open with the .jar I want to mount sitting right there; would be convenient if I could d&d it from Windows Explorer into the Netbeans explorer (possibly only onto the Filessytems node).
I've heard this request frequently from many users. Would it be possible to increase the priority and target 3.4 for this?
Please negotiate the target milestone with Jirka, new DnD owner.
A possibilty of reorder the nodes in tree view by DnD. See DnD UI spec sec.3.3.1.
Feedback for ListView and for reorder depends on issue 22049.

Reorder is enabled on the folders which provides Index cookie. Committed in main trunk.
