In RC1, there was a NetBeans->Preferences option, to hit the preferences for all of NetBeans.

In the release, it's nowhere to be found.  Not in Edit, not in Tools, nor in the proper place, NetBeans.

The preferences option just disappears when I install new plugins.  Restarting NetBeans fixes the issue.
