Forte for Java, CE 3.0 EA (Build #010514_3) on Windows 2000 with JDK 1.3.0_01

Description:

Above mentioned property doesn't disable commands that are in the "root" of pop-
up menu like "Revision Explorer". "Non-root" actions are not affected with this.

Steps to reproduce:
===================
1. Mount PVCS filesystem using Generic VCS module.
2. In "Command Editor" dialog set "Disabled on statuses" property of "Revision
   Explorer" command to "Current".
3. Now invoke popup menu of arbitrary [Current] file to see that "Revision Exp-
   lorer" action is still enabled.

Note: If this is rather vcscore's problem please reassign it.

Fixed in the main trunk (dev builds).

Good job. Verified in development build of NetBeans #209.
