Better cooperation between source hierarchy and guarded block is needed. In
present it is not possible to create guarded source element and guarded blocks
can be removed by source hierarchy manipulations.

We don't use JMI anymore and there is Editor Guarded Sections API available, see:
http://bits.netbeans.org/dev/javadoc/org-netbeans-modules-editor-guards/allclasses-frame.html
