[ JDK VERSION : 1.6.0_02 ]

1. Ctrl-N in a web project
2. Persistence > Entity Classes from Database
3. Select the data source of your choice and uncheck "Generate Named
Query Annotations for Persistent  Fields" - it's checked by default
4. The generated entity contains @NamedQueries({})

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
