Tools debugger only!

When debuggee is paused, the Continue action doesn't force it run.

Steps to reproduce:
-------------------
1. Start some debuggee (e.g. examples.advanced.MemoryView).
2. Pause the debuggee.
3. Invoke Continue action. Debuggee will remain stopped.
