If you close Form designer window - it's all right.

Verified, refresh problem, the window was closed but the area was not repainted,
when switching system workspaces, the window disappered. Increasing priority to P3.

I'm removing the keyword "JDK_1.4" because further investigation shown up that 
it is not a specific behaviour just on JDK 1.4

Resolved for 3.4.x or earlier, no new info since then -> verified.
